Uzbekistan will increase electric vehicle recycling fees from May 1

According to the resolution of the Uzbek Cabinet on January 31, the Uzbek government has approved a significant increase in the recycling fees for vehicles driven only by electric motors (not applicable to hybrid vehicles, hereinafter referred to as "electric vehicles"). The new standards vary depending on the year of production of the vehicle: electric vehicles with an age of less than 3 years will be subject to 120 BRV (about 45 million soums), and those with an age of more than 3 years will be subject to 210 BRV (about 78.75 million soums). The implementation of this policy is expected to have a profound impact on Uzbekistan's electric vehicle market, and the policy will officially take effect on May 1, 2025.

 

The Ministry of Economy and Finance, the Ministry of Investment, and the Ministry of Industry and Trade of Ukraine were asked to formulate a plan for the collection and "effective use" of electric vehicle recycling fees within two months, and Deputy Prime Minister Jamshid Khojaev was responsible for its implementation. Since August 1, 2020, the Ukrainian government has levied recycling fees on some vehicles, and this time the recycling fees for electric vehicles have increased by 4 times and 2.3 times, respectively, showing the Ukrainian government's attention to the recycling of electric vehicles.

 

It is worth noting that in order to encourage the development of the local electric vehicle industry, electric vehicles and hybrid vehicles produced in Ukraine will be exempted from recycling fees as of January 1, 2030, and imported parts, raw materials, equipment and technical tools will be exempted from tariffs. Before achieving the full production cycle (up to 24 months), automobile manufacturers can import electric vehicles up to 50% of the factory's production capacity under SKD large-scale assembly or CBU complete import methods, exempt from tariffs and recycling fees, but not more than 10,000 vehicles per year.

 

In 2024, the import volume of electric vehicles and hybrid vehicles in Ukraine exceeded that of fuel vehicles for the first time, showing that consumers are increasingly favoring electric vehicles. Among them, the proportion of electric vehicle imports increased from 20% to 32.3%, and the proportion of hybrid vehicles increased from 15.3% to 23.4%. According to statistics, in the first 11 months of 2024, Ukraine imported 22,200 electric vehicles with a total value of US$215.3 million, of which 99.5% came from China. In addition, BYD Uzbekistan Factory was put into production in June 2024, and its sales accounted for 4.3% of the national automobile sales, with a total sales of 17,000 electric vehicles, further promoting the prosperity of Ukraine's electric vehicle market.

 

The adjustment of the recycling fee aims to further promote the healthy development of Ukraine's electric vehicle market and increase the recycling rate of electric vehicles. At the same time, it also provides a more solid financial guarantee for the recycling of electric vehicles.
